Edit: I have managed to create a bootable USB stick with Rufus. When I try to boot from the USB, I get the message "Remove disks or other media. Press any key to restart." Pressing keys does nothing. I tried removing every drive but the USB stick. Same thing.

I'm about to send back a GPU, as I'm running out of time to return it. I think it might work if only I could flash my BIOS, but I'm having no luck.

I kept trying to make a bootable USB and failing. I was using HP USB Disk Storage Format Tool, V2.2.3 and it kept saying it could not format the USB stick. The one I was trying to use is an old 2Gb one, which Disk Management said was healthy after formatting. I suppose it could be damaged. Tried a 16Gb one, but that can't be FAT format, as it's too large.

Wanted to avoid it, but tried flashing through Windows, as I was at my wits end. Using Foxconn Live Update, I kept trying to update the BIOS. Every time, it looks like success, and it asks me to restart computer. I do, and then the BIOS is still the original version. I have found a Boot Block setting, that I have unticked. Still no luck. I have noticed that any settings I change in Live Update don't save. They always go back to default when I close and reopen the program.

The board is a Foxconn H61mxl-k. I've made sure to change the Super BIOS protect to disabled in BIOS setup, and moved the PCH_ME_enable jumper to pins 2-3. I'm using Windows 10 (not activated yet).

What am I missing?

I think you're looking at the issue from the other end. Might I ask what you mean by this:
I'm about to send back a GPU, as I'm running out of time to return it. I think it might work if only I could flash my BIOS, but I'm having no luck.
?

Since the latest BIOS on the product page is dated at 2012, I doubt that you're going to have much progress if the new GPU you have is unavailable due to lack of a UEFI BIOS.

It's never advised to update your BIOS with a software since anything that can go wrong, can go wrong. You should update your BIOS manually with the BIOS file residing in the root directory of your flash drive and booting up just before BIOS screen.

Per your motherboard manual, you look like you've followed through with the instructions outlined for the jumpers/pins on the motherboard.

Thanks for the reply.

I know that updating the BIOS is risky. I gave it a lot of thought before deciding to go ahead with it.

I saw that the update before the latest states: Fixed 1x PCIE broadcom lan card plug 16x slot hang up issue

Since the worst that could possibly happen is buying a new motherboard, I thought it was worth a try, and I was running out of time if I was going to return the GPU.

You should update your BIOS manually with the BIOS file residing in the root directory of your flash drive and booting up just before BIOS screen.

I'm assuming that by this you mean the same as doing it with DOS from a bootable USB stick. If not, could you please explain? As I mentioned, I got as far as making a bootable USB drive, but I keep getting the message, "Remove disks or other media. Press any key to restart." I've tried disconnecting every drive but the USB drive, and still no luck. Any idea why I'm getting this message?

Thanks in advance for any suggestions.
