I had this problem forever. I searched the web and found all kinds of tricks, most of them complicated. Here is what I did, which may or may not solve your problem: I downloaded Display Driver Uninstaller," (https://www.bleepingcomputer.com/download/display-driver-uninstaller/) and ran it. It completely cleaned out all remnants of my Nvidia drivers. I then went to Nvidia's website and manually downloaded the drivers, and abracadabra, it worked. For me it was a matter of eliminating old junk display drivers that were interfering with installing new drivers. I still cannot directly access Nvidia's control panel from the System Tray. I have to go to C: Program Files to open the .exe, which is a pain; but at least I can now download new drivers, and I can at least open my Nvidia control panel.
Just tried that, still no luck.
I read an something months ago that said to rename the folder that contains your drivers. Now I can't find the article. But here's a post on Tom's that says the same thing:

Also, I'd consider JTH's solution: "You will NOT believe the solution I found for this. It blew my mind.
Instead of using the pack executable, find C:\NVIDIA\DisplayDriver\304.79\WinXP\English (or whatever is appropriate for the driver you tried to install) and simply run the setup.exe you find there. I know the pack is likely using that program anyway, but for some reason running from it there installed everything without a hitch."
