PC not booting properly after stable OC

Hi

I have recently started overclocking my cpu with AMD's Overdrive tool. I have disabled turbo core control and adjusted the values as following:

CPU Core Multiplier: 19x (Target speed 3800mhz)
CPU VID Voltage: 1.4000
NB VID Voltage: 1.2000

That is the stable setting i'v been running and core temperatures are not getting past any alarming numbers. The problem is that when I turn off the PC and try to turn it on later, it won't boot properly. All the lights inside the case are on but there is no signal coming to the screens or to mouse and keyboard.
After I have turned the PC on and off about 3 times using the power button it boots normally with message that says the system could not boot itself because of an error. PC also sets the CPU and voltage values to the default settings.

PC Specs:

AMD Phenom II X6 1100T Black Edition
Phanteks PH-TC14PE cpu cooler
8GB DDR3 Ram
Asrock 970 Extreme3 mobo
GTX 980 gpu
Corsair CX750w

Have you tried entering those settings into your bios? I would trust doing it yourself in bios over all this software based overclocking. It may be ramping up voltages or changing things in areas where it doesn't need to, causing more heat and possibly instability issues like you're having. In my experience with overdrive, it made my pc blue-screen after maybe 30 mins of gaming. I used similar settings in the bios and it would run all day with no issues.

I have no issues with the blue-screen or such. Only when Im trying to boot up my PC. It takes approx 4 tries to boot it properly, by pressing power button.
Tried also those settings within bios. When I save changes and exit it works just fine, but again when I turn off the PC and try to turn power on it does not boot properly.
