I have default settings on my fx-8320, 3,5GHz and 4,0GHz turbo clock. However, when I play games or run stress tests, the clock never goes to 4,0GHz, but stays at 3,5GHz or 3,7GHz. The cpu utilization stays low as well. I'd like to get as much power out of my cpu so I could play cpu intensive games at higher framerates.

Have you tried turning all the power saving options off in bios, particularly the one that controls clock speeds? If you disable it and it shows the correct speeds, then it may be restricting how much it clocks up to. I would guess it could also be throttling for some reason (Possibly heat?) though I'm not too informed on CPU throttling.

CPU temps while gaming? Motherboard? (you should just post all your specs when asking something like this) My first thought is you have a motherboard that cant properly handle 125watt TDP CPU's like the 8320.
