In essence the concept of Dual graphics from AMD was pretty but it's real world implementation was far from it. Lack of drivers and developers supporting it on their platforms meant that it's best achievement was a 10% increment(at best) but not something as envisioned to be a 50% scaling.

To add more woe, the APU's were designed to bridge the gap with entry level web gaming to the masses on a mobility level. In truth they were just hot headed processors with a bundled iGPU which wasn't capable of driving eye candy.

Now do you intend to game off the aforementioned Toshiba laptop? If so then what sort of titles do you want to game on? If this doesn't turn out to be a good option, what other options do you have at your disposal?

Where are you located? I can't recommend anything unless an outline of it's usage scenario's is laid out. There's also one more thing you should know, since there a number of brands that make laptop's/notebook/mobile computing device's, and then when you multiply the various series per laptop maker you are bound to come up with thousands of possible combinations and designs.

In short I can't state one particular model since the sea of laptops available on a monthly basis, let alone second hand, is vast.

You won't find a $200 laptop that will run new games at medium settings, barely on low, $300 may be doable. The lowest video card for gaming you would want is an nVidia 960m. Any system with that video card will have a good enough CPU also. There may be used systems in your area with a 960m video card for $300. A 960m will play new games on lower settings and things like GTA V and Skyrim pretty well on medium.

a 960m is great choice ,but laptops it comes with are a bit expensive im looking around a laptop that has gpu around 660m with decent cpu

Then you won't be able to play many games on it, that video card is from 2012, and it was a mid-range unit then, which makes it a low end one now easily for games. You may be able to do new games at 720 resolution at low settings on a 660m.
