Another breadboading without post.

So before I start, I just want to state that I've looked (for two days) on here, reddit, and elsewhere trying to figure out why this won't post.

I'm having issues with a build I'm working on.
Monday, I was building for a friend. But it wouldn't post.
I tried switching out my ram, GPU, and PSU for his and still had the issue. Whereas when I put his ram, GPU, & PSU in mine, it worked.
I figured it was the motherboard. So he bought a new one (exact model) and now I'm trying to breadboard and it's not posting like before.
I've tried both sticks, one stick, using the GPU, and using the integrated graphics. No luck.
I've never had this issue before, any help would be greatly appreciated.

When I was trouble shooting this past Monday, I tried numerous things. (Everything was in the tower at this time)

I've tried;

Checking for bent pins - check
Resetting CMOs - check
Removed one stick of Ram and trying every ram slot - check
Removing GPU and using just the Intergrated Graphics - check
DVI, HDMI, and Display Port Connections - check
All power plugged in firmly and correctly - check
Put in my GPU, RAM, PSU (one at a time and then all together) - check
My HIS GPU, RAM, PSU (one at a tome and then all together in MY PC) - check (which worked)
CPU installed correctly - check
Thermal paste cleared of any foreign material - check
No lose screws - check
Used anti-static wrist strap - check

Above is what I tried doing Monday with everything in the tower.
Now, as I'm breadboarding with a new motherboard, I'm still not getting it to post.

Apologies for the lost post. Wanted to make sure it was clear enough for the pros here to understand what I've tried.

Any input would be greatly appreciated.

EDIT- I also didn't hear a beep on either motherboard when starting up. But I wasn't sure if that specific motherboard beeps.
 
Solution
You must have a working PC to update the BIOS.
Try a PC shop to see if they can update it some of them will have a chip that will work in the PC .

Alright. So I got the latest update on a USB. Plugged it into the motherboard and tried both F2 and Delete to get into BIOs and didn't work.

I'm also noticing when it comes to both KB's I've tried, that no lights on the kb turns on. But when I plug in a mouse, the light on the mouse does.
