[HELP]- Computer shorts out when starting up, then is fine

So I've been having this weird problem lately with my PC. Whenever I click the power button to boot up my computer the LED lights on my case fans pop on and they start spinning and then they all cut out for a couple of seconds and then it starts up properly. I'm curious what could be causing this and if it could cause damage to any of my components. If I need to clarify anything please let me know!
