We don't know the performance of Vega, yet.

This article makes it seem pretty powerful: https://www.pcgamesn.com/amd/amd-vega-gpu-specifications/#performance

"We’ve actually seen quite a lot from AMD’s new Vega GPU in benchmark form so far. The 8GB HBM2 version of the GPU has been shown in public at the recent New Horizon event, where it was running a Ryzen-powered gaming rig with the new Star Wars Battlefront Rogue One DLC. It was playing the game at 4K and was able to keep running consistently at over the 60fps mark."

But we don't know what settings that was being played at, so you should probably wait until we get actual benchmarks. Also, even though it's nice to think of a totally AMD system, the GTX 1080ti may outperform Vega...

I use the Asus PB278q, which is awesome. I would definitely recommend >= 27" and IPS. If you go with 1440p, get 144hz if you can afford it. If you get 4k, I'd say get a monitor bigger than 27" because for daily work, the text and stuff is pretty small on 1440p 27", so I'd imagine 4k would be way too small.
Also, pay attention to the stand. You don't normally think about it when comparing monitors, but it makes a huge difference, and I really enjoy the one this Asus has. Also, if you're going to wait for GPUs, you should wait to buy your monitor, too, because of Gsync vs. Freesync.
