So I am thinking about getting a 1070. First off my specs are 16 gigs of ram and i5-4590 I have a 550w powersupply. My motherboard is B85M-DS3H-A. I just want to know if my motherboard and my power supply can handle a 1070.

Real-world gaming benchmark on a more power-hungry CPU and the GTX 1070 puts the power draw at ~300W. Since you have a lesser power draw on the i5 (the i5-4590 is non-overclockable), you'll never go beyond this amount of power consumption with your setup.
Having a ~500W continuous power at the +12V rail is more than enough for your rig. As long as you don't have less than ~25A on the +12V rail of your current 550W power supply, you'd be fine.
