So I am thinking about getting a 1070. First off my specs are 16 gigs of ram and i5-4590 I have a 550w powersupply. My motherboard is B85M-DS3H-A. I just want to know if my motherboard and my power supply can handle a 1070.

Your i5-4590 has a TDP of 84W, roughly translates to 84W of power draw at peak load.

A GTX 1070 has a calculated TDP of 161W at peak load.

Theoretically, CPU + GPU will draw 84W + 161W = 245W of power.

Having a ~500W continuous power at the +12V rail is more than enough for your rig. As long as you don't have less than ~25A on the +12V rail of your current 550W power supply, you'd be fine.
