Security access without port forwarding

I recently purchased a Harbor freight dvr security system. I am having trouble with getting the network setup working and it's due to my local service provider not being able to allow port forwarding on my router. First off my service is a wireless service provided by a local rural company, he explained to me yesterday that the static ip is everybody's static ip. The signal comes in via radio and is decoded in the router so the router is locked out to me. I can access the security system via the local ip so I was thinking, could I set up a local computer and basically make it a server, record my cameras to that and possibly use TINC VPN to access the "server" and view my recordings? Oh and I still haven't been able to set up the email notification still messing with that.
