First of all, I'm new to the forum (just been lurking around), so hello.

When idle, my MSI GTX 1070 Gaming X 8G won't downclock - it's stuck at the base clock (1582MHz). I have tried all the usual fixes...I've used DDU and ran a clean install of the current NVIDIA driver, a clean install of an older driver, tried different power settings, turned my 144hz monitor down to 60, 100, and 120hz - still the same result. The card runs fine and the core clock will go up in speed, it just won't go any lower than the base clock.

This is a new problem. I've owned this card since August and this only began happening a couple weeks ago, around the time NVIDIA released their new driver (378.66). Normally it will downclock to 215MHz when idle, even at 144hz and with DSR enabled. Any suggestions?

I finally figured out the issue. In the NVIDIA Control Panel, I set power management from "prefer maximum performance" to "adaptive," but that didn't actually take effect until I rebooted the computer. It seems a full system reboot is needed for certain parameters such as this to take effect. Once I did that, the card began behaving as it did before, dropping the core clock down to 215MHz when idle.
