New PC Build Problem

Recently i decided to build my first PC. However, as soon as I had everything wired up and attempted to plug the USB ports or the HDMI port into the monitor, they all seemed not to have any power/were not working. Also, I don't know if this is an issue, but when i power on the PC, the CPU fan and the case fan will turn on, but then it seems the case turns off for a few seconds, then turns back on. This process repeats continuously. I have tried taking out the power connectors (24 pin and 4 pin to the CPU) and putting them back in. Also, the fans and everything are running perfectly quiet, and there are no audible beeps to be heard. Could this potentially be a PSU issue? Thanks for any help :)

SanDisk SSD 240GB
Kingston Hyper X Fury 1x8GB
EVGA 430W PSU
Intel core i3 6100
EVGA gtx 1050Ti gpu
NZXT S340 case
Gigabyte GA-H110M-A motherboard

Yes it may be a bad power supply, but since it's your fist setup you may have something connected wrong, have a short in the case to some component or another overlooked mistake. First thing I'd do is have someone that build a few computers look over the setup and re-attach everything. You got the heatsink on the CPU on OK with thermal paste? It's not loose?
