Steam Won't Let Me Download - Says My HDD Has 0mb Of Space

Today I decided I needed more space to hold all of my Steam games so I decided to use an old 2TB HDD I had lying around along with a 500GB HDD. I popped them in and reformatted both of them with no issues. The 2TB is working fine and lets me download the way I should, however, the 500GB is causing issues when downloading from Steam.
Despite having absolutely nothing on the HDD, it claims that I have no space left (0MB). This only happens on Steam because I've downloaded a few other things from the internet to see if they work correctly and I have no issues with any of those programs/games.

This HDD was originally in my old PC that had Windows 8 so whenever I put it in my new PC, it had the System Preserved section on it along with all the basic Windows programs. Whenever I formatted, I also deleted and formatted the system preserved section because I assumed it wasn't needed anymore. I'm not sure if that's what is causing the issue, but I assumed I should mention it, just in case.

If anyone has any suggestions on how to fix this issue or needs more information from me to figure out a solution, please let me know.

Did you check where Steam is trying to download the files to? Normally it will just install them all in the default Program Files directory on your main OS drive. If that is out of space, that is the issue.
