Borderlands 2 "borderline" unplayable

Hello, I installed BL2 on my PC and the game runs fine.

When I first get in the game, the frame rate is great, but then 30 seconds later, I walk into a "wider" scene where there is more visible parts of the map, and I lose some FPS (I don't think I should be though..) and when I engage in combat, after opening fire, my game stops for half a second and then I find myself playing at 10-20 FPS. PC specs:

GPU: AMD HD 7550M/7650M 1GB GDDR3
CPU: Intel i5-3210M @ 2.50 GHz, 2 cores 4 logical processors
RAM: 8GB ram (not sure what type/speed?)
OS: 64bit Windows 8

Running latest AMD drivers unless I'm mistaken... Any help is appreciated.

I have it on low, and there is no option to disable it completely. I did some tweaking on the two Engine.ini files (Base and Default respectively) and managed to keep my frame rate in the 60s a lot longer, but in the end it still dips fairly low while in combat and usually doesn't go up over 40 again :/

Also apparently during gameplay (according to Task manager), my CPU's speed drops as low as 1GHz and then when I Alt+Tab and wait ~30 seconds it goes back to 2.50GHz (sometimes lower, like 2.1 and sometimes as high as 2.8)

Is this the issue? And if it is, how do I fix it?
