Can OC Ram more than specified?

I have Ram DDR4 with 2133MHz and my mother board is H110 chipset, this support maxium of 2133MHz Ram speed.
In the future i want buy a new mother board with chipset Z270, this support maxium of 3800MHz Ram speed.

My question is: If i buy Z270 mother board, can i Overclock my Ram to 3000MHz or more?

So when you buy Ram with "X" Speed it's locked?

For example: Amd FX 8320 have 3,5GHz, Amd 8350 have 4,0GHz cost 15$ more, its the same CPU with differents clocks, you can save 15$ doing that OC by yourself.
In Ram it's the same, i see the same model of Ram and for 5$ more you have more speed, and I always said, why pay more? If I can do it myself.

But my question is can i do it? If i buy Ram with 2133MHz can i put it more or its locked? Or it's all about the motherboard?
