So, I recently upgraded from a GTX 970 to a 1070 and hadn't been really having an issues with it, that is until I opened up the beta for Ghost Recon Wildlands, things seemed laggy and the FPS was sitting around 40. Friends assured me the game is just poorly optimized right now so I let it go, However I opened up Witcher 3 Wild Hunt today and quickly noticed I was getting around the same 40-50 FPS on that which was fairly upsetting. My monitor is fairly crappy but It still has a refresh rate of 60 so i feel like I should be getting at least that. Every where I looked has said I should be getting higher numbers so I was hoping someone here could help me out.

I have the latest driver, and i don't have the ability to run a 3dmark test.
I am running it on base Ultra Settings
at 2560x1440 with a dual monitor setup.
Switching to just one monitor hasn't increased anything.
