CPU Bottle Neck?

Specs:
2 NIVIDIA GTX 970 FTW+ in Sli
Intel i5-6600k @ 4.3Ghz (Overclocked from 3.6 base, 3.9 boost)
GIGABYTE Z170-UD3 Motherboard
EVGA 650W Gold Power Supply (Not much wattage, i understand. Can upgrade if it is causing the problem.)
16 GB of Ram @ 2133 Mhz

The problem i am experiencing is that my CPU usage is at 100% while gaming while my peak GPU usage is at 75% for both cards. Is this a CPU bottleneck or is there something else going on. If it is a CPU bottleneck, i would appreciate good upgrades i can convert to while keeping the same LGA 1151 Intel socket motherboard. Price is not a issue but please do not recommend ridiculous CPU's and do not worry about future proofing in case i upgrade my GPU's. I am most likely going to keep these 970's for quite a while. Also, if your CPU upgrade requires me to upgrade my PSU, I would also appreciate PSU recommendations.

Sounds like the definition of a bottleneck, yes.

Shut down all background processes if possible. What games are putting you at 100% usage? If it's just one or two, I would not bother with the CPU upgrade. If you are getting the FPS you desire, I would not bother. An OCed 6600k is quite strong...from there, the only upgrade is an i7, and I feel it wouldn't be worth the cost for a minimal improvement gain from hyperthreading.

I was playing overwatch on everything maxed out except the resolution scale which was at the base of 100%. I was getting (weirdly) 130~ frames without vsync an 144 with it because my monitor is a 144hz. My CPU usage was 100% with nothing else open but both gpu's are at 73-75%. I assume this is occurring in borderlands 2 as my max frames, while at a playable 90-130 sometimes during fights spikes and drops to 65-45 so maybe the CPU is causing a issue im not sure. FurMark with both gpu's gives me 133 frames from the previous 77~ or so.
