Power Saving Effectiveness & Cool Components

If you don't have a GPU, and you're literally running a couple of HDDs and a 7700T, you might actually be better off with a 300W Bronze PSU like this Seasonic OEM unit for ~$35: https://www.newegg.com/Product/Product.aspx?Item=N82E16817151148&cm_re=seasonic_300w-_-17-151-148-_-Product

With the exception of 80 Plus Titantium PSUs, the 80 Plus standard only looks at efficiency from 20% load and the efficiency of many PSUs falls off dramatically at really low loads. 20% of a 450W PSU is 90W... much more than you PC will draw at idle, and probably even more than it'll draw at full load.

It's likely (though difficult to say for certain without testing) that a 300W Bronze PSU will actually be more efficient for your build, while still offering more than enough power for you (assuming you're not adding a discrete GPU.

The computer going left on 24/7.

Currently going for

Intel i7 7700T (4 Cores / 8 Threads) TDP : 35 Watts - (Base Clock : 2900MHZ / Max Turbo Clock 3800MHZ)
3x Seagate SkyHawk 1TB Hard Drive
2x4GB G.Skill DDR4-2400 Memory
Seasonic 450 Watts 80 Plus - Gold
Asrock B250 Pro4 (ATX)

Is that Good?

Yup. That'll all work nicely.

I still tend to think that 300W Bronze I linked above will probably be more efficient at your power draw than a Gold 450W. But either will work just fine and we're unlikely to be talking more than a few Watts anyway. So if you're more comfortable with the modular 450, go for it.

I probably going disable the lights on there too.

You really don't have to worry. I suspect those components would run just fine in 50 degrees ambient. Technically you could lower the CPU temps a bit with an aftermarket CPU cooler. But honestly, on that 35W CPU it's really not necessary.
