CPU hot on idle and overheating on games

Hi all, my cpu been running hot of late and wondered if this could be the issue ? Please see picture in my opinion there seems to be a lack of compound, it's idling at 40 and under load highest it's been is 75 degrees c. Cooler seems to me working. I'll get the picture link posted asap.

Yeah clean off the old paste, apply some new (pea sized dot in the middle, let the cooler spread with the pressure of mounting).

Looks like the old paste has gone dry.

It would help if you quoted what cpu you were using an Intel or Amd one, plus the model number of it mark.
And also mentioned what cpu cooler is being used on the cpu.

In both cases if a Intel cpu or an Amd model.
And using the stock cooler that comes with each type of cpu.

40c at Idle and up to 75c with load sounds about right.

If any after market cpu air cooler is used please as asked state the brand name of the manufacturer and the cooler model number.
