CPU going from min to max for no reason i7 7700K

Hey ^^
So last night i noticed that my CPU was always runing at maximum boost frequescy which is 4.5Ghz all the time.
so i did a little bit of research, i've been in my BIOS and the hardware monitor shown that the cpu temp was correct and the cpu was running at 4.2Ghz And so i deduced that it was from a base software that i had installed from the ASUS disks.
So i reinstalled windows and i just install HWmonitor to see if that worked, So that worked (CPU not always at 4.5)
But now it's going from 0.8Ghz to 4.5Ghz for no reason :(
I don't think thats normal since nothing is installed now

i7 7700K (4.2GHZ)
STRIX Z270E GAMING ASUS
KFA2 HOF GTX 1080
DARK ROCK PRO 3
Obsidian 750D
DDR4 2800Mhz 2x 288DIMM

I have the INTEL I5 7600 - does the same thing drops 800 Mhz if your applications are not using that much or your idle. its will set the CPU Speed to 800 MHZ or 799 MHZ as part of Intel Power Saving Mode, and keep the heat low.

And

There been heating complaints that the 7700K is suffering massive temps - You properly need a readjust cooler or inspect the thermal paste.

i was pretty scared to see it go from 0.8 to 4.5 for no reason
 


Yes it's normal. It's designed to do this.

But When i make an OCCT CPU test, my cpu heat up to 90 degres after like 30 seconds (i stopped after besause it becomes dangerous for the CPU)
my friend overclocked to 4.5Ghz his 6700K (4.0Ghz) and it don't gets his CPU to this temperature.
So there's defenitly something wrong with my CPU or my motherboard no ?

I didn't do it i bought it from a french seller (topachat) it was done by experts i think so i think it's done pretty well, considering their really nice cable management but i didn't do it myself

So i was making a video for youtube, and after finishing it, i started rendering it, so i checked my HWmonitor, and it said that my CPU was between 93 Celsius and 99C
So i stopped the rendering of my video when i saw it hit 101 celsius.
So there's defenitly a problem
should i call the seller for a checkout ?
