Just upgraded my PC, now I can't boot into anything at all besides the BIOS, can't install Windows.

Maybe the weirdest problem I've ever run into. I just upgraded my PC, everything besides the HDD and the GPU. Since I got a new MOBO I definitely need to reinstall Windows 7.

I have a USB that I put Windows 7 onto and used Rufus to make it a bootable device. This is how I installed Windows previously on my old machine. When I boot into the USB, it either sits on a black screen with a blinking underscore. When it actually boots into the Windows startup installation program, it tells me that no proper drivers could be found. When I try to boot into my HDD, I get an error that pretty much says there is nothing to boot into. I am at a complete loss here. The only possible reason I can think of for the USB drive not working is that my new machine is USB 3.0 and this is 2.0, but still I don't know because it still boots into the startup screen.

Make sure your CPU is compatible with the Motherboard, also before you can do anything Update the BIOS for the motherboard! Go to MSI site and search for the download, load it on a USB Drive, PLUG IT IN A PORT THAT IS NOT USB 3.0 (3.0 is usually a Blue Port) Also why does your HDD from your old PC not have a Windows OS already on it? Also suggestion Upgrade to Windows 10! All you need is a Product Key from a Pre-Built PC in your house and your good to go!
