So I have a pretty good computer GTX 1060 6GB and a i5-6600K and for some reason when I launch csgo I get 20 fps in the menu and then if I go in game I get "100-200" but it is very skippy. I have tried everything I even added "-threads 4" in my launch options and that did nothing. I have no idea what to do pls help.

Do you have Windows 10? and if so I'd try disabling the game dvr through the XBOX app which is automatically installed on your CPU. Also if you have GeForce Experiance, you would want to remove " Game Share " by unticking the tab in settings.
