Intel Core i7 4790 extremely slow! Please help.

My processor is running at an abysmal speed and I have no idea why, can someone help? These are the benchmarks of my PC and a picture of the CPU information.

Temperature that I got from BIOS was 26C

lol.. what one ie stressed and what one idle ?/ ya something's wrong for sure

you can tell compared to my screen shot you CPU is not boosting at all .. now why ??? hmmmm... you got a good /correct bios for that CPU or should be good [??] , you cleared cmos to reset the bios , make sure all psu plugs are properly plugged in the board and all ,

I looked at the boards manual quick and when you set the bios to default everything look to be as normal for proper operation and should work as expected ,so ?

could be a bad bios, and may need to flash to another to see ? could be a bad CPU or motherboard ? I was hoping you would of included the screen shots of the psu and vid card readings as well to look over...
well do you got the correct bios for that CPU ?? the 4790 needs atleast bios 1.3

so if your bios is below that could be the issue ?? from your screen shot of userbenchmark it shows bios date of BIOS Date 2014-09-18 I guess represents bios 1.6 is in use ??? verify that ..

can you give a screen shot like these when under a good load ?

hwinfo64 is nice to use

may try to reset the bios to optimized defaults and just set the memory xmp ,and what ever you had the sata ports set to [ide or ahci] and retry that ?? [windows loaded on ahci will not boot on ide ]

The BIOS I am currently on is American Megatrends Inc. V1.6 9/18/2014.

These are the screenshots of the CPU when stressed and idle.

I've tried to reset the settings to default to optimize in the BIOS, but the same benchmark showed up as before.

not quite the same but this guy with a MSi board did not seem to think his was right ? it was linda boosting but not going to idle , used another bios and seemed to fix ??

don't know ? I guess if I had to try something may flash that 1.c latest bios and see ? make sure you review the instructions at the bottom of the page in case theres a foot note you may need to know or a change in the process ..
