PC restarts on loading games, is it really psu?

i have an issue with my PC restarting, mostly when im loading games, no bsod total shutdown and reboot.
everything i see on the internet and forums is pointing toward a power supply issue. (at least thats how 30+ forum useres solved their issue) I ended up pulling my psu out of my system and testing it with a voltmeter and everything was within acceptable ranges, And my pc shouldnt be eating that much power im rated for 650 and cooler master says im running at 453volts (https://imgur.com/a/T8Tpn)
so my question is what exactly is going wrong with the psu's in this situation? do i really need a new one or is there something i can do to fix it myself?

cpu: i5-4690k
mobo: igabyte ga z97x -gaming 5
ram: 2x 2gb balistix sport
2x 4gb balistix sport
gpu: evga gtx970
psu supernova evga nex650g

ive run the following stress tests as well:
memtest96
catzilla
prime95
furmark (though ive had issues with this one, but only when i click start, and happens seemingly randomly, other times it runs just fine for hours)

im not on an overclocked system, with cpu & gpu temps not exceeding 75 and both idle around 24 i updated to windows 10 from windows 7 a few days ago in hopes it would solve the issue (it didnt.) i've tried swapping outlets (different electrical circuit even), turning off automatic restore, im getting generic kernel power 41 from event viewer, even trying to get a minidump with no sucess.
i've also tried installing gpu drivers, the newest and a version that was previously working to no avail.
i've had the system for 18 months ish and this problem only came up in the past few weeks.
if theres other options i can test please toss em out there too, ive tried a bunch and all new ideas are welcome.
side note; have an old gtx720 that will load into the games with no restart, however they are too graphically intense to use the 720 as a primary card (no its not in my system sucking juice unless my 970 is out of my system)

Since you mentioned that a card besides your GTX 970's got no issues, I suggest that you check the aux power connectors to your 970. Insufficient power when loaded issue could trigger protection circuits on your mobo and cause the shutdown/restart w/o BSOD like you described.

When i pulled the power supply out i did end up checking each thread of the vga cords im using in my system with the volt meter, and each one was producing +12V like they should. so i dont think its an issue with the cords at lease.
