i have an optiplex dt 390 it has 4 gb dd3 ram and a power supply that is 250 w can i buy a GeForce GTX 750 Ti Asus OC 2GB graphics card and will it work fine or do i have to pick a different gpu because i have dt optiplex 390 a normally psu will not fit in that

Unfortunately I don't see a way to upgrade your Optiplex in any sensible way. it's a small office PC, made from cheap components, and not made for gaming.

You'll need to save money and buy an entirely new PC.
