Windows fails to boot from ssd and hdd is not in boot priorities

I installed w10 on ssd. However, once in a while when I boot my computer this apparently common error is shown:

"The Boot Configuration Data for your PC is missing or contains errors.
file:\Boot\BCD
Error code: 0xc000014c"

I've tried rebuilding the bcd using command prompt and windows auto repair, but neither worked.
However, what does work is by choosing my hdd from boot override list. That's peculiar as I installed Windows to my ssd and also removed the old windows installation from the hdd, it doesn't even have a windows folder. Ssd is also the drive C: and hdd is E:, which to me indicates that ssd is the windows installation drive. Also, in msconfig boot tab there is only 'Windows 10 (C:\windows) : Current OS; Default OS'.

Anyway, I could find this to be solved and this would be merely a curiosity, but the hdd isn't in the boot priorities list, so I can't put it first, leading to the error screen. Oddly, I don't have to manually choose it from the boot override list every time I start my computer, it boots correctly for a few times after doing that.

Does this make any sense to anyone? And how do I add the hdd to the boot priorities?
I've installed the SATA drives from my mb's webpage and everything from its CD and the drives works normally when the computer is open.

MB: Asus Z270-K
SSD: Samsung SM961
HDD: ST1000DM003

I guess I did have it attached... I guess I gotta try reinstalling again... :/
