Hello guys, my friend has i5 4460 cpu with Gigabyte z97p-d3 motherboard, he wants to go with i7 cpu should he upgrade the cpu only or go with DDR4 motherboard and skylake cpu.He is selling his cpu around 140$ and he has 360$ budget to buy new parts.Any help will be appreciated.

I7-4790 runs at 3.6 stock, it can not be overclocked.
I7-4790K runs at 4.0 stock, and it can be overclocked to perhaps 4.4.
The costs are usually close, so I would always opt for the i7-4790K.

For games such as sims, mmo, and strategy games the single thread speeds are important.
For fast action shooters, the graphics card is more important.

The Samsung ssd migration app has an option to exclude large folders from the move.
You could keep them on the hard drive.
SSD prices used to be expensive. $350 used to buy you a 40gb ssd.
Today, you can buy a Samsung 850 evo 1tb for the same price.
Buy a i7-4790K. It should fit his budget.
The current i5-4460 has a passmark rating of 6642 and single thread of 1946.
The I7-4790K is 11185 and 2527. Any overclock will be extra.

And, while a I7-7700K will still be the same $350 or so, you would need a new motherboard, ram, and potentially windows activation issues.
I7-7700K passmark is 12302/2596.

I forgot to mention he has 16gb ddr3 1600mhz ram is it good for a 4790K cpu ?

 
140 for a 4460 is a good deal.

wow after reading ur second post, upgrade to 4790k is what i would say. just swapp in the cpu and get a good cpu cooler

The performance gain for the cost is not worth a total upgrade. Buy the 4th gen I-7 and if he doesn't have an ssd, make that the next priority, as it will give him more performance boost for the $$.

If I assume that the CPU price will be added to the $360 stated - I think that his best bet would be to upgrade the mobo - cpu - and DDR4 memory. With careful shopping I think it is possible to begin a build - useable at first build with an eye to upgrading CPU and memory as more funds become available.
I recently went the top-drawer approach - going from DZ77 I-7 DDR3 based system to Z170 board - I-7 6700K and 32Gb DDR4 in 2 16Gb sticks. I had not intended to put up $750+ when I began - it is what I opted to do. It is in the eye of the builder

Yes unfortunately he doesnt have SSD but he will buy one only for windows maybe 120gb and he is thinking about 4790/4790k if he overclocks he need new cooler and new psu maybe.
 
16gb of ddr3 1600 speed is very good.
Intel cpu performance does not depend on ram speed.

On the ssd, 120gb is possible, but it can get filled up quickly. Better to buy 240gb or larger.
If the used portion of the current hard drive is small enough, you can use the free Samsung ssd migration app to copy the C drive to a new Samsung ssd.
EVO 750 or 850 is good.
Once you use a ssd, you will never go back.

he has an 2TB hdd, can you tell me is there so much difference between 4790/4790k in gaming ?

4790k is clocked at 3.9Ghz

It's not worth getting the 4790k, if he doesn't plan to overclock, because he will have to spend money on a cooler.

He is playing games like BF1,cs go,RSS and the ghost recon wildlands, i think 4790 can hold them easily ?
