psu fan is spining to fast

these were my previous specs:

pentium d 935 3.2ghz

2gb ddr2 667mhz

gigabyte 945-gzm s2 rev 3.0

xfx radeon hd 5450

after i upgraded to:

amd athlon 2 x3 450 (unlocked 4th core so it became phenom 2 x4 b50)

4gb ddr3 1333mhz

asrock n68 vs3ucc

hd 5450(i later upgraded to 8800gt but still the same problem)

i first thought it was the cpu fan but i stopped it with my finger and i noticed that psu fan is really loud. didnt have this problem with my old specs. my psu is codegen 400w. pls reply

 
Solution
get a new psu, the "new" pc uses more the psu

also consider changing that hd5450, i have one and is good only for the most basic games and for watching videos on netflix

i meant that i first had hd 5450 then upgraded to 8800gt. but i was also wondering would 500w psu still be enough for more powerful gpu? i was thinking something like gtx 460 maybe 550ti or 560 ti. or if i get a good deal on gtx 750. i dont plan switching back to amd because i am thinking of switching to linux and could you recommend a good gpu from nvidia? my buget is about 70$

it should work for the 560ti but the model with 2 6 pin power connectors, that card is power hungry, uses around 220 watts, plus 100w more or less from the cpu and other components, a 500 or 550 psu should work well i think, but if you follow the manufacturer recommendations, they ask for that minimum, ideally 600 watts

the 750ti, it doesn't require any power connector, only uses around 60 watts under load and performs similar to the 560ti

for that money, that same used 750ti or perhaps a 730 or 740

about linux, the support for most cards under linux now is almost the same, as always, newer gpus will suck in terms of support on drivers, i have linux running but not for gaming, just movies, internet, office stuff and similar stuff, so desktop effects work well with this old hd 8600 iirc, just install linux and use it

i will probably go for a gtx 650 because its in my budget and supports dx12
