GTA V low FPS on high end specs

GTA V is getting between 30-50 FPS on a GTX 1080 SC, i7 6700k (no overclock). When I first got the computer, it was constant 60 FPS performance, but now I get frame drops in grassy areas (I know these areas cause performance issues, but when I first got the computer these had 60 FPS) and sometimes in the city. I'm running the game at 1080p, 60 refresh rate.
My video card driver is up-to-date, so I can't find an explanation for this discrepancy.

Download ddu and select nvidia. Select clean and shut down. Then take the gpu out of the pci slot and check for dust, reseat the card firmly, make sure all the wires are secured, etc. Then boot, go to nvidia's website and download a fresh set of the latest drivers and install.

Downloaded DDU and reinstalled drivers, and no improvement.

The gameplay in grassy areas were fine, but during heated battles frames dropped to 40-50 inexplicably. The original performance when I first started playing GTA V was a constant 60 FPS, and I did not modify the graphical settings once. With the specs of a GTX 1080 and an i7 6700k running at 1080p 60FPS, I do not understand the issue at hand.

I'd say 40-50 FPS is more than playable. I really wouldn't care about losing that much frames. I enjoy the game even at 30 FPS on this low spec laptop of mine.
