New rig locking up constantly!!

So I just built a new PC

i5 6500, RX 480, Asus H110-K mATX, Silverstone PS08 case, Silverstone 450W PSU and Crucial 2x4GB 2133Mhz DDR4 and 1TB Barracuda.

I installed windows, got all my stuff, games, drivers the lot. I opened a game to play and when I tabbed out to start CAM providing me temps and FPS for benchmarks, system just locked up. I restarted the PC, after a short time it did it again, I checked my temps and CPU was at 32 idle And GPU was at 43 idle (my room is kinda toastie). I got this over and over again, so I re installed windows and got the exact same issue only this time, I cant seem to get past the windows update section of preparing a fresh install of windows, it eventually stops at X % of the update download, and when I try click something, it just doesn't respond, mouse moves and I get sound, but the UI won't do anything or respond, I changed my HDD, same issue so I'm lost, any helpers?

Image above of what my screen looks like, as you can see, blue spinning bar, search bar is still working and can be typed in, but no UI response when clicked.

Your original issue could well have been PSU related, as a poor 450W power supply could potentially be unstable with the parts you've said (Which would draw somewhere around 310W to perhaps 350W). It may be unlikely but it is a possibility.

As for your new issue with the updates, try resetting your bios to factory settings so we then know we should definitely have a 'stable' basis to go by. Another option is to make a bootable usb stick with windows on, I think you can download the windows iso on their site which should come with the latest major update (I believe they also have instructions on how to set up a bootable usb stick also).

the activation state has nothing to do with the issue reported

you can run windows 10 without activation for months without issues

as for drivers, windows 10 can o most of that and is not common to have a problem with leaving it doing the driver update/install by itself

the psu is decent enough but is worth to try another psu if possible
