Good speedtest bad downloading

So speedtest shows 90/9 and about 12 ping. All sites load fast as they should, but when i try to download a file or a game from steam the download is really slow 1mb/s< and randomly goes to zero. I have no clue what could be causing this

So, your connection speed to your test site was fine, it is probably the site you are downloading from. They could be on a slower connection, congested, or simply throttling. Try different sites and you'll likely see different results. On the other hand, this doesn't preclude your ISP throttling you. They may be allowing full speed traffic to benchmarking sites while artificially squeezing anything else to slower speeds.
