Twitch streaming with dual monitor FPS issue

I play my game in windowed mode and have it running on primary screen.everthing else is on 2nd screen.Whenever i start to do things on my 2nd screen the FPS of my game gets dropped down to about half of normal.Im assuming its lower the FPS on purpose like if the program is running in backround which most games let you set the FPS u want while its in backround.Sadly the game i am playing does not let me adjust that and i am wondering if there is another way i can keep the game running at max FPS while i work on my 2nd screen.
 
Solution
The GPU prioritizes the window that's in focus. If it has the extra computational ability it can allocate more resources to the background programs, otherwise it will reduce them to make sure the one in focus gets the most it can, unless there's just so much being used it can't run good at all.

Not to double post, but for further clarification, this is why Fullscreen mode gives more frames per second, is this it stops allocating as much active processing power to background windows and applications because the Fullscreen has them stop rendering or updating. That's why there's a black screen flash when you go out of Fullscreen apps as it has to reload all the background imagery.
