PC build strong enough to use full capability of 1080Ti?

It really depends on what you're doing. Your system isn't that bad but an upgrade is due soon.

The big factor is what resolution are you playing at and what kind of games.

If you're playing cpu heavy games mostly a CPU upgrade would help, a 7700k is currently the best gaming CPU you can get as it has the fastest core speed of any CPU out right now. However Intel is cooking up something they claim is 15% faster than the 7700k, which they say is 15% faster than the 6600k, but it's the same architecture only slightly faster, so real-world performance is more like only 5% faster, so you can expect the next gen (8700k?) to be roughly 4.5GHz which is also easily achieved by the 6700k (mine is at 4.6GHz currently.) I'm pretty sure you're gonna bottleneck hard. You need to do an overhaul entirely if you're going to get the top of the pascal ladder coming up from your 700 series.

I mean like I wouldn't skimp on anything if you're going to put that under the hood. The cooler you have would be fine. I'd really say a 6700k or 7700k and a z170/270 chipset with ddr4 ram.

Anyways as far as the 1080 Ti goes I would stick to the heirarchy:
1080p @60Hz -1060 6GB
1080p @144Hz- 1070
1080p Ultrawide(2560x1080)- 1070
1440p @60Hz- 1070(Ultra on most games not all) 1080(Ultra on everything)
1440p @144Hz OR UW(3440x1440)- 1080(Ultra on most games not all) 1080 Ti (Ultra on pretty much everything)
4K- 1080 Ti or 1080 SLI

I would just buy one and put it in there ,look there will be some bottlenecking but the rumoured RRP is meant to be 600 USD ,god dam thats 1070 money .Just go for it , check it out ,you can see how much bottlenecking you get and if you game play is not what you like Then upgrade ,your going to buy a 1080ti anyway so you can't lose ,trying it out ,And post the results ,I'm interested to see what happens ,If you don't know how to test bottlenecking just go to the many you tube videos testing it ,You can see CPU usage during games and benchmarks
