GTX1060 not detected/no display

I bought a 1060 today and no matter what I do, I can't get it to be detected at all. It doesn't come up on post or dxdiag and HDMI port is not working, I cant even see the bios screen through the HDMI port. I can use the motherboard HDMI just fine though, even with the card in the PC. The fans spin and the LED on the card shine but I can only get display through motherboard HDMI.

I am just curious if any of my set up is causing this? I have tried pretty much everything, updated bios, disabled onboard driver, changed default display to PCIE in BIOS(which doesn't work and stops onboard display working too.). It feels like maybe my mobo cant detect the card even though it seems to have some sort of connection as fans will spin and the light stays off even when power cables are not in the card. My second thought was maybe a power issue but surely 600w is enough? Wouldn't mind if any of you have any ideas what is going on? I really have no clue.

Also, got my old GPU in the same system now (an aging 650ti) and it works fine, no problems there. Happy to give any more information, thanks.
