Gigabyte gtx 1050 ti 4GB dual fan but only 1 fan works

So I purchased the Gigabyte GTX 1050 Ti recently and I've noticed that only one of the fans spins even though it's a dual fan. Is there any way to fix this? Because I really don't want to send it back. If not is my GPU in danger from only 1 fan spinning?
Please respond ASAP.

Have you stressed out your gpu completely? Maybe your GPU didn't needed the use of the 2nd fan to decrease noise.
Make a stress test for 5 or 10 minutes and check your temperatures. Also check if the 2nd fan starts to spin.
FYI most 1050ti are sold single fan because it's a small card anyway. It doesn't really produce that much heat.

It goes up to 108F and only one fan runs.

Are you trolling me? 108f equals to 42 Celsius. That's not even close to be hot. A gpu on full load can go up to 80-90 celsius. My gpu is in idle at 42 Celsius. Do a stress test, like furmark or something similar. Tell me what temperatures you get and if the 2nd fan starts to spin.

Sorry I didn't mean to make it seem as if I was trolling you. My gpu doesn't go over 75C in the stress test. Only one fan spins during that. I don't know much about dual fans since I've never owned a dual fan GPU.

It will be your fan curve, Like Toastyx3 said you were only getting up to 42c and that isnt warm enough for the second fan to kick in on your fan curve. You will be able to change this in something like MSI Afterburner or since you have a gigabyte card using gigabyte xtreme gaming would probably be better.
