It really depends on what you are looking for.

Most small local computer shops will build custom machine. They usually have a few large local clients that they do repair work for and/or build out machines with the corporate client's software, etc so the machine can just be taken to the client and plugged in and turned on and it is already configured with their required software. Some of them will do workstations depending on the nature of their cutomers.

There used to be some retail machine builders that let you customized your order on the web but I haven't kept up with them so don't know how much of that is still available.

These guys let you configure a top end workstation on the web. They assemble and test it before shipping...
