Long story short, my brother installed some dodgy program (youtube downloader) and it has installed browser redirects and a "secure search bar" that pops up from time to time.

I have tried malwarebytes, AVG, ADWcleaner, Hijackthis, Windows defender scan and Hitmanpro.

All have had the full scan setting enabled. Tried all in safe mode again.

There is no dodgy extension in the browser and it is effecting all browsers.

Any suggestions?

Make a clean backup of your system on an external USB drive if there is anything you need from your system before doing anything.

Those anti-malware programs will not uninstall a "real" product, no matter how dodgy. Find the name of the program, google for specifics on how to uninstall it. Should come right off.

IF that doesn't work, save the data you want and do a windows 10 refresh. That removes all of the old program trash. Unfortunately you will need to re-install all your programs that you downloaded. You may need to find game files, etc inside a WINDOWS.OLD file that the refresh process creates. Google this process before using it.

If you want, you can NUKE your current data and take the laptop back to day 1 as you...

If you want, you can NUKE your current data and take the laptop back to day 1 as you bought it condition. That means all the data you have is lost. Each laptop comes with it's own process for getting a factory image reinstalled, it will be documented on your laptop or google the name of your laptop and 'reset to factory'. (This is how laptop maker handle people who have software problems and blame them on the hardware -- refresh to factory proves the hardware works as it destroys all the data).
