cpu and gpu usage low on games

playing gta 5 and my cpu and gpu usage are staying around 50% each with my ram using 12/16gb's

the problem is i'm getting lows of 40fps in gta 5 at 50% gpu usage. If this was at 100% i would have above 60fps always which would be ideal. any idea what the problem is?

specs:
i7 4790k
1060 6gb
samsung ssd 850
gigabyte h81m hd3 motherboard
16gb ram
temperature of gpu and cpu below 60 celsius
 
Probably a bottleneck caused by your GPU + CPU combination. Or you're running an old driver for your card but that's probably not the case. Also you may be running the game with Intel Integrated graphics but that's unlikely. Update drivers and restart your PC. If it doesn't work than you need to upgrade your card, sorry

I think it's more likely the motherboard,having a "K" cpu on such a low end chipset may keep things from running maxed out. Update the motherboard drivers,even when thinking having the latest reinstall them.Look if you have the latest bios.

That gpu is a good 1080p card.it should run at 100%.

What do you use to monitor temps? Maybe try the next if you haven't already,

download hwinfo32,
install and open it,
check "sensors-only",
click "run".
If you don't check "run" the whole program will open,gives all kind of info about your pc.When clicking the "system summary" away (the top window) will you find sensors as well at the left top.\

Is the ram running dualchannel? Can be found in the "system summary"at the right bottom half.

I figured it would be the motherboard since it is one of the only things i haven't upgraded in my computer. I didn't think a motherboard could affect performance this badly though. I use msi afterburner + riva tuner statistics to monitor temperatures. it shows it in game as an overlay whenever i play games with temps and usage for cpu, gpu, ram and fps counter. as for the ram I don't know what you mean by dual channel. I have 2x8gb ram sticks. I only have 2 ram slots on my motherboard. i have hwmonitor, realtemp on my computer but it's hard to use during gaming as u can't use it at the same time.
which motherboard should i get, I don't want it to be too expensive but i want it too allow my other hardware to be capable of 100% usage

The motherboard with the lower end chipset is the only thing i can think of which might affect performance that way or your cpu temps are in reality too high and it throttles down which would affect the performance too.

Which revision of the motherboard do you have? Can be found at the lefthand lower corner of the motherboard. Might want to check if you have the latest bios.In the "system summary" can you find the current bios in the lefthand lower half of the tool i linked or check the bios itself.

but my motherboard doesn't allow for overclocking of the cpu. think you need a better board for that capability. I always thought it could overclock too since there are options however after research from what i understand is that it only overclocks the cpu ratio not the entire thing. i need a z87, z97, or h97 for that capability.

60 celsius i don't believe is too high. it usually stays below that. also i don't want to flash the bios, i did that a year ago and i don't believe there will be newer versions of that bios for an outdated low end motherboard which is 5 or so years old now. I really don't want to flash the bios it was a nightmare :d

i think you're right that the motherboard is the problem, I always suspected it might be the problem however I always was under the impression that the motherboard only connects components together rather than it actually making a big impact on actual performance.

1. Changing the CPU ratio and the CPU voltage IS the correct way to overclock a 4790.
Z series boards can overclock to higher speeds, but I managed to get to 4.2Ghz with no problems.

When I built my PC, I first did some research, and I found many reviews showing that CPU performance and GPU performance were THE SAME for H81 and Z87.
The H81 mobo is limited to 1600Mhz RAM, but for most applications faster memory than this only makes a very small difference.

i tried overclocking on this motherboard and the best i could get was not worth doing as i would run into problems. i'm going to get an asrock z97m oc forumula. hopefully that will fix my problems.

Don't get me wrong,i know this,but right now it's the only thing that seems likely to be the issue. That or temps which i'm leaning more to.Maybe that the motherboard even has bad sensors and is that an issue.

Could be i fixate too much on the motherboard and is the 50% usage on the gpu the issue here. Did you test with another gpu?
As mentioned do you use the latest drivers for the gpu?

Something you could try,

download hwinfo32,
install and open it,
check "sensors-only",
click "run",
at the bottom of the window click "logging start",
choose a name and place for the log like "hwinfolog" at the "desktop",
this log can be viewed/opened with either excel from Microsoft or libre office calc.
You could also upload the log to a site like dropbox or sabrecat,

Even when crashing would this log be saved and could be opened after a restart.

I have ordered an asrock z97 motherboard. we shall see if that fixes some of the problems. I did update my gpu drivers yesterday and reinstalled the game and my fps is higher now than before. whether this is due to reinstalling the game did this or whether updating the driver did this or whether the settings in the game are different my performance has improved. now my gpu stays between 60-80% only going to 99% in loading screen or when i'm completely idle in gta 5. which is an improvement but i wouldn't consider it fixed. and it appears that 1% usage = 1 fps which is pretty cool coincidence. hopefully the motherboard coming tomorrow will fix it though, even if it doesn't I wanted to upgrade the motherboard anyway :p

It's a very nice motherboard.I have my 5675C working in it. :D
I also hope this will be the rest of the solution,that gpu should go 100% on with that cpu.Make sure that XMP is enabled so that the ram is working at the optimal settings.
And don't forget to download and install the latest drivers for the motherboard.

is the option for the xmp profile easy to set. as in can i enable xmp in the bios and it will simply work or do i need to manually change voltages, clock speed, etc? is it simple or hard to do in the bios. either way i'll do it with help from a youtube guide :p just curious since i've never done it before.
