HP 2570P Laptop. my CPU is on 100% usage a lot of the time

hi, the cpu isnt stuck on 100%. but its working very hard! right now im in Chrome with 7 tabs. and its moving from 7% usage to 80% usage.. is it normal?
btw i did 3dMark test, (i have 960 gtx as external GPU BTW) and in the CPU test i had 1 fps!
is this normal???
its i7 3520m, i have 8gb ram and 120 gb ssd... the computer is very fast but jesus the cpu is burning to death lol..

thats where it gets so weird. lets say cpu is on 60%, chrome is at the top on 20% and the other are 4%, 3%, 1%, 0.5%... i mean if u get all together i dont think its will even be 60.. it feel like something unseen is causing the cpu to burn..
yes im on performance in the power setting, and not didnt clock boosted.. btw my laptop is formated 2 days ago..
