The voltage increasing and clock speed increase to 4.1GHz is an AMD feature called XFR or extended frequency range, completely normal. As for the other stuff, that sounds like motherboard weirdness, which is to be expected with a new platform. I wouldn't worry about changing anything as long as the temps are staying in check

Dude, i have the same problem with the H100i, the temp's at idle are 50c and max out at 63c on ryzen 1700x (also on my brothers 1800x). I think the AM3 mounting is not 100% right leading to high than normal idle temps

Sorry but, you attached the fans the wrong way, in my manual (i got 1700+corsair h100i too) it said u have to tu put the rad on the top of the case, then underneath the fans, fix them with the long black screw, the fan ar recommanded as "intake". u put the fan over the radiator, not like they said, mybe u should read the manual and make the test again.

First moving hot air through the radiator to cool your cpu is going to decrease how well the cpu is cooled. So if you can move your radiator to the front panel of the case and make it intake there should be a substantial drop in cpu temperatures. And second do you have an exhaust fan on the back of the case or is the h100i just being used as one?

Yami is right you have the cooler mounted on wrong. heat rises so you want to have the the fans exhaust outwards not as an intake. or mount it to the front for intake and have your rear fan exhaust.
