Hello, I am deciding whether to get a gaming PC or laptop. My budget is only $400 though. We moved so we don't have internet at our house, so I go to my grandparents house a lot to play online on my ps4. If you have a good gaming laptop or just a comment, please tell me! Anything is helpful thanks !

$400 won't really be enough to buy anything for gaming on PC, whether laptop or desktop. I suggest you continue to save until you can afford a bit more. At end of this year the Xbox Scorpio will be available. That might be your best bet for affordable, portable gaming. It will have 980 Ti level graphics power (6 TFLOP), and support keyboard and mouse. It may not cost more than $600. For now your PS4 will get you by.
