So I got my new pc recently with amd fx 8350 and a gtx 1050 ti by gigabyte. I recently discovered that my gpu usage won't exceed 60-70% most of the times. I don't think it's a bottleneck between them but i was hoping that someone could help me with this.

60-70% you could just be hitting vsync and the gpu is throttling itself. use a benchmarking program like 3dmark firestrike or unigine heave/valley and monitor your gpu/cpu usages. you shouldn't be bottlenecking with your cpu... or at least any kind of bottleneck that a full 7700k/1800x upgrade is going to help with.

The usage percentage isn't a sign of a bottleneck. It's simply telling you how much of your resources are being used on the card. If your CPU was at 100% and you see low frames then that would be a bottleneck. But SR-71 is correct that there should be no bottleneck with that set up.
