Building PC and need motherboard and CPU

Im rebuilding a pc for my mother and father which I will be using for now until I build a much better computer for myself. Heres what im going to buy but I dont know what motherboard and cpu will fit with them:

So I just need to know what motherboard has the right sockets for these components and a decent cpu to stick in it.

It would work, yes, get the rest of the system then get the GPU when you can afford it.

Dont really have one, I just need a motherboard that can fit the listed items, the guy I got this build from(was on another site) had a motherboard and cpu in one deal but I have no idea what the name was because it wasnt listed. So thats why im on here cause I have no idea what im looking at and I already have the GPU im going to be using so dont worry about that along with the hard drive.

Just a couple of pointers:

Selecting a socket won't matter until you actually select a motherboard + CPU.
The 400R itself can support ATX and Micro-ATX.

Since you have DDR3 RAM, I would suggest going with an intel 4th generation CPU at the latest (If you take a look at my signature, I have an example. You might not need an i7 or a gaming motherboard, but its just to give you an idea of what you can use). Anything more recent will require you to use DDR4 RAM.

Finding a motherboard for the 4th gen intel CPU's might be difficult nowadays, but I'm sure there might be something out there. One example:

Cheap board with support for 4th gen Intel CPU's. Finding a CPU will come down to preference and/or what will be done on the system.

I have the ATI Radeon HD 4600 Series but all im playing is League of Legends and World of Tanks for the most part and no I dont have those parts all I have is the GPU and hard drive. So your saying I should do that build instead?
 
Not a good GPU, the integrated graphics will perform similar.

But would the GPU I have now work with this stuff just in case I cant afford the GPU you selected? Also is all of these items on amazon? and I already have a 2TB storage.
