i am trying to find an office pc on amazon or newegg that can fit a single fan rx 460 and also has 8gb of ram and a windows version. i am also looking for it to have a processor with 3.0 GHz or up. i have a budget of 140 and if i can get it to have a psu of 430w then that would be great. it probably wont because i cant find one so if not then i will have to buy a psu and my budget will be majorly reduced. the psu has to be at least 300w and has a six pin pci-e 6+2 pin connector. it can be ethernet and no wifi that is totally fine with me because i have an ethernet cord.

The biggest issue you're going to run in to is the PSU acquirement. Picking up something like a Dell Optiplex Mini Tower that'll work with a modern GPU isn't hard, but finding one that meets your PSU needs is unlikely, which will mean a new PSU and will require you up your budget. Might want to save up for the system a bit more so you can get a quality PSU in to the system and not have to stress going for a lower quality computer.
Do you already have a RX 460? Finding one that will fit it is no problem, what will be a problem is finding one with a strong enough PSU to power it. If you can't find one with a powerful enough PSU, you may need to find one for no $100, and take the remaining money to buy a new psu for it. If you don't already have an RX 460, I'd go with a GTX 1050, little bit better performance and has a minimum psu requirement of 300w. I'd also check ebay too.
