Low bench scores for FX 8350 and RAM

Could someone help me figure this out? I keep watching reviews of the FX 8350 being a nice CPU for gaming -not the best but nice-, but I can't get more that 40FPS in wow on 1440p. Here's my latest bench:

I built this PC a few years ago, but even brand new I've never been able to get good FPS.
I've overclocked successfully to 4.2, ran the test, same result. Cleared the CMOS and ran the test and same thing. Temp stays around 31c

My mobo is a Crosshair Formula V, Corsair Water Cooled h105 (i think), with an 850 power supply.
I've made sure power settings are set at high performance. What do you think?
 
Solution
AI suite overrides the bios settings on startup so that fully explains it. if you oc you cpu in the bios then underclock in ai suite as soon as ai loads the underclock would be applied and override the bios
overclock more, you shouldn't have much issue going to 4.5-4.6ghz with your motherboard and cpu cooler. though i dont think that will solve your problem. something is eating up your cpu performance as it is very low... its like you underclocked your cpu. are any of your cores parked?

Look at your results 1.4GHz average boost. Do you know what your temps are under load? because your CPU is throttling or the OC didn't take properly. whats the voltage on your overclock? Do you have XMP enabled?

I cleared my CMOS and removed the OC to test my results to see if there was a change so no OC right now on it.

Still do you know your temps while under load? Your CPU should not be at 1.4 ghz.. Your memory is not at the right clock it says its running at 1333 but its rated to 1866 and what about XMP for your memory?

Temp stayed steady around 33/34c during the 3dmark test. Is there a better test I should be using to better gauge temp ranges?
I thought XMP is for intel, isn't it? I'll check the settings on that when I get back from work.

Cinebench r15 is a pretty standard CPU test. HWinfo64 is a great monitoring program. For in game temps and usages I just use Afterburner's monitoring overlay. I had XMP on when I had a a10-6800k. Also there's AMP.

I turned on AMP it was turned off. Thank you for that. I ran another userbench and got a little better score but it's still showing I'm behind others that have my same setup. I ran cinebench and got 178 on my CPU. Any suggestions on solving that issue?

Well that first bench showed that your CPU was running the bench at 1.4GHz "Base clock 4 GHz, turbo 1.4 GHz (avg)". I would check your bios and make sure your CPU clock is at 4GHZ. Your memory clock should be at 1866MHz as well. What temps are you getting during the userbenchmark bench?
 
yes something is not right with your cpu. it seems to be stuck at 1.4ghz. its like its permanently throttled down. have you gone into the bios and changed anything? i would go into the bios and at least let it load the optimized default settings to see if that changes anything.

Before I OC'd to 4.4 it was at 4GHz. My memory is showing as 1866 now. Temps are steady around 31-33c. They don't really change much at all. Even with the 4.4 OC.

Before I OC'd yesterday to 4.4, I set everything to optimized default settings. I have Turbo Clock to auto. Should it be disabled?

How are you measuring the temperature? If your overclocked it should be disabled. No OC its fine.. Either way I found that my a10-6800k with turbo on (4.4) was using more volts(more heat), than when I just had it OC at 4.5.

I'm using HWInfo and AI Suite built in temp gauges. I see only a 3c temp boost after OC.

34c is what you would expect at just above ambient idle temps. your google doc shows a vcore of 0.863v and it never changes. at 4.0ghz or 4.4ghz or whatever it should be at 1.35v or higher. go back into your bios and reset everything related to your cpu to stock or auto. somehow your cpu isn't going above 1.4ghz which is its lowest power state. DOCP means you must have an asus motherboard.

are you sure you have your power profile in windows set to maximum? if you open it up what does it say your minimum and maximum cpu usage % is?

Power settings!! Why do my power settings change EVERY time I reboot? I've changed my power to high performance and expect it to stay when I perform a reboot. Guess that's not the case. What a pain.

Well now I'm at a loss. My turbo clock did rise when I changed the power settings to high performance, but when I rebooted and ran the tests again last night my turbo clock stays at 1.3 or 1.4. HWInfo64 shows all cores being used at 100% running prime95 turbo only going to 1.4 and minimum voltage again, but task manager shows only 35% CPU usage and 1.3 clock at the same time on prime95. Temp stays steady at 34c. I seriously need some guidance here. How did this happen? CPU % in windows power is set at 100%
