First of all I want to be clear: I know that it has low clocks, but my i5 has clocks lower than the specifications. It won't exceed 3.2 ghz
(in specs in says up to 3.4). I disabled Speedstep to be able to run at max freq even in idle and put the ratio at 34 ( thr base clock is the default one, 100mhz). With these it stills stays at 3.2 ghz and in bios specs it says 3.2 ghz. Any help is welcome

Turbo speeds depend on how many cores are being used. It'll only go to 3.4ghz when 1-2 are being used. Put your settings back to default and run a stress test on 1 core. Make sure no background processes aren't causing it to use other cores. Use software that can see each individual core's speed.
