this is my build as at she's 1 year old and she has been locking up, after all my research i have come to conclude that its the vrm on the motherboard failing since it was only intended 140w not the 220w the fx9590 pulls, i have seen a few posts on the same issue. so im looking to change boards and the asrock 990fx extreme9 seems to be my best choice right now as it's actually intended to take that wattage. any input from the community here would he helpful thank you :)

Featuring a 220 Watt TDP, the AMD FX 9000 Series processors have special system requirements including a robust liquid cooling system.

A Hyperx 212 Air Cooler is not suitable for FX 9000 series processors.

Another MAJOR mistake you are making is buying SINGLE memory modules that have never been tested together and carry no guarantee that they will work together.

FX CPUs support:
1866MHz memory with one DIMM per channel.
1600MHz memory with two DIMMs per channel.
Higher speeds of 2133MHz require an overclocked system.

Memory is guaranteed for the rated speeds of any memory to be obtainable only in the kit it is sold in. If you are adding an additional set of memory, the memory may not work...

If you are adding an additional set of memory, the memory may not work or may not be able to operate at rated specifications. Since such combinations have never been tested together, they carry no guarantee they will work at all or how they will work.

When purchasing a PC case be sure it will fit the liquid cooling radiator. I recommend using a 240mm radiator model.

I hear that the gigabyte 990fx gaming mobo is good for this chip, as I too have a 9590 and I have the MSI 990FXA Gaming which does not actually support the chip other than stock speeds, you cannot overclock on my motherboard, I plan to get this one. https://www.newegg.com/Product/Product.aspx?item=N82E16813128886 as from what I hear you can actually overclock on this motherboard. it also has very good reviews.
