Possible Power Supply Issue

Here are my system specs,

CPU: Intel I5 7600K
Motherboard: Asrock Z270 Extreme 4
Video Card: Geforce GTX 1070
CPU Cooler: Enermax ETS-T50 AXE
Ram: 2x8Gb Sticks GSKILL Trident Z RGB
Case: Phanteks Enthoo Luxe
SSD: Samsung 850EVO 500GB
PSU: Ultra LSP750

So here is my issue. My system boots up fine with no problems whenever I have 1 8GB stick of ram in the B2 slot and no video card hooked in. If I add the other stick of ram in, my motherboard lights up, fans work but get no display. If I leave one stick of ram in but hook in my video card I also get no display. GPU LED lights up along with both sticks of ram LED. So is this more than likely an issue with my PSU or something else? The PSU is about 6 years old.

Thank you so much for the quick response. I have an EVGA Supernova GQ 850 Watt coming in today. Do you think this power supply will run all of my components with no issues?

I also forgot to mention that when my PC boots up fine and I am in the UEFI I will try to change the fan speed but it refuses to change and seems to run at the lowest speed.

So my new PSU came in and im still having the same issues that I did before. The motherboard has been RMA'd So I doubt my second one is the culprit. Could my old PSU have destroyed my GPU and one stick of ram?

Ok so rookie mistake, my failing of putting the gpu screws in cause it not to boot. Once I put the GPU screws in my PC booted with my GPU in. Still having issues with 2nd stick of ram booting.
