New PC Build will not boot

Hello, just finished a new PC build and I am not getting a signal on my monitor. I apologize if I leave something out but will be diligent to reply back asap. The build is as follows:

MSI Z170A XPower Gaming Titanium Edn
Intel Core i5-6600K 3.5GHz Quad
Corsair Vengeance LED, 2x8GB
Samsung 850 EVO SSD, 250GB
EVGA GeForce GTX 1070 8GB SC Gaming ACX 3.0
Corsair RM 550W

A few notes:
• I have never received a signal on the monitor. This is the first I have set up the system.
• I’ve disconnected the video card and am plugged directed into the motherboard.
• When I turn on the PC, the debug code that the system ends with is 32 (early CPU initialization). Do not know what this means.
• The PSU only has the MOBO and CPU plugged in therefore I would expect the power to be sufficient

Troubleshooting:
1. HDMI wires work with another PC
2. Monitor works with another PC
3. The MOBO video on-board has three video outputs, 2xHDMI and 1xDisplayPort. Tried all and no signal
4. Pressing the delete button to enter the boot does not prompt a signal to the monitor
5. No mouse is connected. Only the keyboard and when plugged in, the keyboard LEDs light up. Tried a different keyboard to no avail
6. RAM cards have LEDs. These are on when the cards are plugged in. Two cards total. They seem to be correctly mounted. As per the MOBO manual, I keep one at the DIMM slot 2. Rotating the cards at DIMM 2 or the other DIMM slots does not prompt a signal
7. Checked the MOBO and CPU and no pins are bent
8. No beeps or sounds when power on
9. When disconnecting the CPU from the PSU, the debug code is 00 suggesting the debug readout is working
10. Two BIOS options are built into the board. BIOS A and B are possible. Both do not work
11. Reset the CMOS. No signal
12. Tried a new CMOS battery. No signal

Please help!!!

Yes, tried all three ports. No signal

Also, running a custom liquid cooling rig therefore I've got a water block on the CPU. Doesn't seem to be a heat issue though... left it to cool over night then powered up in the morning, without the water pump on (concerned about power usage)when I knew it was at room temperature and still there was no signal

SOLUTION FOUND: after 2 RMAs of the MOBO, the system would still not boot. Then I pursued the CPU. Completed an RMA for the CPU and the system booted perfectly.

ROOT CAUSE: DOA CPU
