Ram randomly goes to 90 percent sometimes with no processes running

So basically ive been having this issue for about 2 months now when sometimes my ram when playing games will go up to like 90 percent in processes, with only 20-30 percent being used its really weird. Then I close the programs and it just stays at 90 percent until I hard reset my pc its starting to cause me issues like fps drops in games which is getting frustrating I'm not sure what to do, should I just replace the ram ive only had it for like 6 months when I built my pc. its DDR4 I have a skylake motherboard and its only been doing it for about 2 months and like I said closing the processes does nothing I just had it when playing gta 5 which should not stress my comp at all I have a i5 6600k gtx 970 16gb ddr4 ram idk what is going on anyone got any ideas?

What I might suggest is a reset of windows.

If you have windows 10

Start menu-> gear on bottom left-> backup and reset-> reset this computer.

Tell it to keep all of your files.

When it installs, try installing and running just the game you're having issues in.

If it continues we can troubleshoot the computer.

If it doesn't, it is a program or update you installed after the fact.
